又有朋友离开魁北克省了&#8230;
今天上午，Jay代表我去送Jin。他也离开这里，要到伦敦（加拿大安大略省的）去了。这是我来这里后，送走的第四位身边的好朋友。昨天晚上还在Jin家，与Jay和兰一起聊天，调侃。虽然挺轻松，不过总有一丝不舍气氛。对，就像大学毕业时候，同宿舍的哥们明天就要各奔东西的那种感觉。
为什么大家都要离开魁北克省呢？对加拿大文化、历史及经济稍有了解的都知道。因为魁北克省历史的关系，法裔人士为主的省份，使得在这里唯一官方语言是法语。这也就是说，除了法语，其他语言包括英语都要为它让路。结果路上、商店&#8230;满眼尽是法语。作为加拿大另一官方语言的英文，在这里，按法律规定，可以没有，如果有，也要小于法语标示N倍的尺寸出现。于是，这里吸引了全球各地大量说法文的移民，还有同为拉丁语系的西班牙语移民。对于魁北克的问题，我作为一个移民，没有太多的意见。不过，就自己的浅见及认识，我觉得它有些自我封闭。因此，导致原本在50、60年代在世界展露头角的蒙特利尔市，非常可惜，在魁省Du Li运动后，开始经济快速下坠。许多国际大公司、财团的总部都纷纷外移，说英文的人也快速流失。直到今天，虽然魁省加国作为最特殊的、享有高度自治的省份，拥有对外独立招收移民的权利，它每年都花大量精力引进众多移民，但由于魁省的法语严重倾斜政策，于是每年不断地又让许多的英文人士甚至法语人士（因为经济的原因）不断外迁到其他省份甚至不远的美国去。
昨天几个朋友还在小小地抱怨了一下这个让人又爱又恨的地方，他们都在魁省这里接受完了高质量的高等大学教育，这里的学费凭良心说，在加拿大的全国十个省三个地区中，的确属于相当便宜的。而且还拥有北美及世界著名的几个大学，不过毕业后，面临就业的时候，一下问题全涌现出来了。工资相对于全国其他地区低很多不说，税还收得重，单从这点，魁北克省要怎么同全国其他省甚至更大的威胁&#8211;美国（低税收、高收入）去竞争需要的人才？更重要的是，10个工作选项中8到9个都先问你是否会法语。技术类的或许对语言要求不太多，但是&#8230;只要是与人打交道的职业，法语通通跑不掉、医疗卫生、法律、服务业&#8230;甚至生物制药(?有些想不通这个职业也受影响）身边的朋友刚好都是这些领域的，在别人眼中应该是高薪大好前途的职业，遗憾的是由于法语，全部中招。于是，一个个地，身边朋友们读完书，便开始无法避免地服从了这样的定律:&#8221;魁北克省是移民的最好中转站，让你以最低廉的价钱，装配好自己，然后飞走。&#8221;
可惜吗？这些都是人才啊，魁省培养出来的人才啊！世界出名大学的生化硕士、法学、医学生。在本地都缺乏这些人才情况下，他们还是摸摸鼻子，不忍地离开这里。
我身边离开的朋友难道就没有一个会法文？No!!!有，而且法文还超级好，但他考进了政府后，也走进了首都渥太华。政府工当然好，工资不错外，福利相当好。不过，同样地，法语一样不能少。Min通过自己多年努力，终于拿到这个很棒的政府衙门工，实在恭喜他。不过他也说，走吧，魁北克的确留不住。想到身边一个做妈妈的朋友，又急又气地同我说过，她现在一直处于紧张中，因为法律规定，她的孩子必须强制读法语学校，每次学校发来的所有与家长沟通的文书又统统都是法文。她现在是边照顾家里、孩子，边焦头烂额地拼着命学法语。虽然政府有给补贴，在魁省学法语又是免费什么的。但是，如果能用双语（法、英文），一定会大大减轻她的众多麻烦。
上周，打开本地少得可怜的某份英文周报，上面报道蒙城某著名英文AM新闻台不堪亏损转型为纯音乐台，致使众多英文DJ下岗，然后CBC及 GlobeTV的本地英文分台也都缩编人员的消息。同时还附了一个呼唤，英文在魁省这里真的是艰难生存。说实话，毕竟全球说英文还是主流。魁省如果能更以更宽容的态度去迎接英文甚至其他语言文化，这样会带来更积极的发展。看看现实，在台湾，说国语并不会抹杀说台语、客家语的人的文化，在中国大陆，说普通话，也不会将广东话、闽南话、上海话、浙江话&#8230;的地方方言及文化统统消灭掉。魁省真的大可不必那么自我畏怕！有朋友甚至嘲笑说，看！其实这是魁省这些说法语人士严重缺乏自信的表现。
当总理哈伯在国会上大声地、&#8221;深情&#8221;地宣称&#8221;魁北克省是国中国&#8221;的时候，魁北克许多人欢呼了。当魁北克省省庆日的时候，魁北克许多人激动地挥舞着省旗呐喊着时候，他们的后面其实是一个沉重的，难以避免的，越来越严重的魁北克省经济及社会问题。环视全球，一些自我封闭（但却自我认为是保护）的国家或地区，他们的教训都是一个，那就是，最终它及它的人民伤得最深。
我清楚知道自己是移民到加拿大国，我也知道自己未来入籍宣誓的时候是对着加拿大国旗以女皇名义来宣誓。在魁北克省，我当然会去学法语，但是：1）有时间吗？自己还有正课每天都要上 2）零基础的法语，我又能学到什么程度？真的很喜欢魁省、蒙特利尔市。一个非常美丽又富有个性的欧式法国风情的地方。休闲、浪漫。但是却相信对于我这个不懂法文的人，它一定无法成为我最终的落脚点。

Undoubtedly, it&#8217;s called powerful USA. In comparison with Canada, obviously, they have the booming world-classic IT technologies with the rapid development even though they have experienced the serious economic crisis from 2009. </p>
<p>Now I was so disappointed with the search results from Internet: </p>
<p>In Canada, there are only 4 universities offer the relevant Postgraduate program in the domain of Human Factors and Interaction Design,etc. Unfortunately, there is no university name appears on the school list of Canada &#8211; <a href="http://www.arv.ulaval.ca/futursetudiants/programme.php?no=8" target="_blank">École des Arts Visuels, Université Laval</a>. Their Graduate program is called: Maîtrise (design multimédia) avec projet d&#8217;intervention et essai (MDM). The professor and the associated tutors are focused on the research of Interaction Design, Usability, Information Architecture, User Interface, Human Factors, Psychology, etc. As one of the french taught universities in the Province of Québec, most of Human Factors and Ergonomics experts are not familiar with this university at all just because of the language barrier and it is located in a special area of Canada &#8211; Québec City. Obviously, the Government Federal prefers to list most of universities which are taught in English in the other RICH Provinces such as Ontario and BC, especially the most famous universities &#8211; University of Toronto, etc. (The above thoughts is just my personal opinion. If you are not agree with me, please leave your messages below.)</p>
<p>On 24th, June, after having finished the political activities in Parliament Hill in Ottawa, on the way to the China Town, I had talked a lot with my former colleague Albert. Finally, he admitted if I get the Postgraduate diploma with Master Degree of Université Laval, actually it worth nothing after I come back to my hometown Shanghai. For me, this type of arguments is meaningless, we have already discussed too many times since last year.  It is still focused on the language problem &#8211; French or English. In Shanghai, which types of companies such as Fortune 500 are willing to hire an overseas specialist who speaks in fluently French instead of awful English? We can do another social research right now&#8230;</p>
<p>When my BF was driving on the 401 highway to Toronto, through a flyover not far away, I got shocked to know an out-dated news from him: In 2007, one of a Chinese immigrants with double PHD Degree of US and Canada jumped from there in order to end his depressed life&#8230;a tragic fate&#8230;As a well-educated Chinese professional, it&#8217;s just a classical lesson happened in Canada. The suicide reason is complicated to explain, you can guess it by yourself or search from Internet&#8230; </p>

			<content:encoded><![CDATA[<p><span class="drop">T</span>ang Jun, the well-known and successful former President of Microsoft China and Shanda Interactive Entertainment, was recently accused by <A href="http://fangzhouzi-xys.blogspot.com/" target="_blank">Fang Zhouzi</a> (aka Fang Shimin), a &#8220;crusader&#8221; against scientific and academic fraud, of falsifying his academic credentials and also patents. Specifically, Fang Zhouzi has provided evidence to show that Tang Jun did not earn a PhD degree from the California Institute of Technology (Caltech). When Tang Jun responded by saying that he has never claimed that anywhere, Fang Zhouzi showed excerpts from Tang Jun&#8217;s autobiography proving that he has. When Tang Jun showed that he heard his PhD from Pacific Western University, it was discovered that PWU is not an accredited institution and sells fake diplomas. Tang Jun has also threatened to sue Fang Zhouzi for libel.</p>

			<content:encoded><![CDATA[<p><span class="drop">S</span>ooooooooooooooooooooooooooo&#8230;hot this week!!! I couldn&#8217;t sleep at night yesterday! How to describe the weird whether in Canada is something difficult! I have already experienced the horrible snow storm in Québec City last Winter. How lucky I am! Now, I&#8217;m still alive in 34°C in North America. Obviously, in the Province of Ontario, at Ottawa, the temperature is much higher than in Québec City. In comparison with the temperature of Shanghai, 37°C every day between July and August, Oh&#8230;God save me! At least I escaped from the hottest stove in China in 2010.</p>
<p>Be patience! To be patience! In the hot room with more than 30°C, I felt lonely and unhappy&#8230; I am sitting in front of my laptop, to review the vocabulary list from A to Z in English. Truthfully, I wanna recall my lost English memory and to pick up my world in English once again&#8230;God bless me!!! </p>
<p>After having left from Québec City, my strong memory tells me that I was really feeling regret and was disappointed with the place where I had firstly arrived and studied in Canada! On the contrary, les Québécois, those local people are extraordinary nice!  Moreover, I read the latest message from Susan&#8217;s twitter, &#8220;Almost forgot to celebrate my 1 year anniversary of living in Québec City!&#8221;  Yeah! She is an optimistic American woman who has the positive aptitude with open-minded spirit! Perhaps I should learn something from those Americans&#8230;</p>
<p>Unfortunately, who can save my awful written French? Nobody&#8230; My former company EF Education tells me: &#8220;Learn English, talk to the world!&#8221;  At that time, I was not willing to tell Yves what I thought!!! That&#8217;s the truth!</p>

<p>Après avoir participé les activités de la Fête du Canada au centre de ville à Ottawa, nous sommes revenues chez nous. Dans la rue, nous avons suivi une voiture toujours. Je l&#8217;ai découvert une nouvelle, c&#8217;est pourquoi j&#8217;ai pris cette photo suivante. </p>

<p>En plus, j&#8217;ai vu qu&#8217;il y a des voitures avaient beaucoup de décorations spéciales &#8211; un drapeau fédéral (feuille d&#8217;erable rouge) est dressé à l&#8217;extérieur du plafond.  Par contre, il y a un petit drapeau étranger à gauche ou à droite , c&#8217;est drôle, par exemple: un drapeau français&#8230;</p>

<p>Le séisme de magnitude 5 qui a secoué l&#8217;Ontario et le Québec mercredi après-midi a eu plusieurs répercussions dans la région. L&#8217;épicentre est situé au lac Écho, au coeur de Val-des-Bois, à une trentaine de kilomètres au nord de Buckingham, 51 kilomètres au nord-est d&#8217;Ottawa.</p>
<p>Lors du séisme, tous les édifices du centre-ville d&#8217;Ottawa et de Gatineau ont aussitôt été évacués. Le Parlement, le bureau du premier ministre et le Sénat ont également été évacués.</p>
<p>La police et les pompiers de la région ont été inondés d&#8217;appels et submergés par les alarmes qui se sont déclenchées.</p>
<p>Les communications cellulaires ont été coupées pendant une quinzaine de minutes.</p>
<p>La police de Gatineau ne rapporte aucune urgence. Des vitres auraient toutefois été brisées, des plafonds seraient fissurés et des poutres seraient tombées.</p>
<p>De plus, une partie de la route 307 est fermée.</p>
<p>Le service de train de Via Rail est interrompu pour une durée indéterminée entre les villes de Toronto, Ottawa et Montréal afin de procéder à l&#8217;inspection des voies. À l&#8217;aéroport d&#8217;Ottawa, des vols sont également retardés.</p>

<p>Through Toto&#8217;s BLOG, I was getting too much UNSATISFACTORY comments from the EXPO 2010&#8230; What I did is just enjoying those pretty photos which was shoot by him &#8211; a poor amateurish Shanghainese photographer, fascinated by the crowded tourist groups, no matter where they came from: local chinese people or foreigners&#8230;</p>
<p>That&#8217;s why I felt horrible to come back during the hottest period this year. Definitely all the air tickets to Shanghai has already been adjusted in unbelievable price for the tourists. </p>
<p>Why Canadians have a enjoyable life all the time? Why chinese people always feel stress during their lives? Anyway, as a Shanghainese woman, I have nothing to say but deeply touched by what the Chinese government did before.  In fact, heavy population in a large developing country, it&#8217;s a tough and unsolved problem for every government in the world, isn&#8217;t it?</p>
<p>Here, please allow me to do copies from Toto&#8217;s BLOG and please let us appreciate for the efforts of his reports in EXPO 2010. You can understand that&#8217;s not easy to have some photos in the crowded and hot environment for long long time&#8230;</p>
